She arranged the questions, briefed the witnesses, and supplied her own evidence (albeit censored by Sidney Herbert). Pages 361-389 contain 'Answers to written questions addressed to Miss Florence Nightingale by the commissioners', and the report also includes the diagrams she developed with William Farr.
