Footnotes

  • When the French Revolution broke out in 1789 Charles James Fox was initially enthusiastic describing it as the greatest event that has happened in the history of the world. He had anticipated the creation of a liberal, constitutional monarchy and was horrified by the execution of the King and the excesses of The Terror. Nonetheless, he preferred to view the events in France as the teething trouble of a worthy democratic enterprise, and remained suspicious of Pitt’s efforts with the connivance and approval of George III to manufacture a state of emergency and a war with France out of the events of the 1790s. He recognised that an excuse was being sought to forge tools of oppression whose application in England might be far-reaching. At the cost of being regarded as unpatriotic, and even as a revolutionary himself, Fox criticised the war which broke out in February 1793 and called for a negotiated end to the hostilities.
