A native of Boston, Cowell studied at the Pennsylvania Academy of Fine Arts and worked primarily in the Adirondacks, the Hudson River area, Narragansett Bay, Rhode Island, and Marblehead, Massachusetts. Cowell moved to Chicago in 1895 - where his mother, Anna Cruise Cowell, had been a well-known actress - but remained active in the northeast's marine painting scene.
