LIKELY FIRST NEWSPAPER APPEARANCE OF HAMILTON'S PLAN FOR A NATIONAL BANK. Following the Assumption Acts of August 1790, whereby the Federal Government assumed the states' debts, Hamilton continued his quest for a National Bank of the United States in December 1790. On December 13, 1790, he introduced his Final Version of his Report on Public Credit, containing the 24 points for a National Bank, and on December 23 he submitted the official bill to the Senate for the charter of the Bank of the United States. John Fenno's Gazette of the United States, the unofficial organ of the Federal Government would rightly be the first to publish Hamilton's recent steps, and we are unable to trace any earlier appearance of his plan. The second column of the front page features an article titled "Plan of a National Bank, As laid before the House of Representatives of the United States by the Secretary of the Treasury, the 13th instant," which lays out Hamilton's 24-point plan for a national financial system, including the amount of capital and credit, the stockholder voting procedure, the structure of the board, and the potential location for branches, among other points.
