Broadside (329 x 203 mm). Three vertical folds, a few light spots mainly to verso.

King Kalakaua's speech at the opening of the legislative assembly finds him attempting to regain power after the passing of the "Bayonet Constitution" of the previous year which placed his cabinet under the sole authority of the legislature and limited voting rights to only Hawaiian, American and European men residing in Hawaii at least 21 years of age, literate and with no back taxes. The additional requirements to vote for the House of Nobles included a yearly income of at least $600 and ownership of at least $3,000 in property.
"You have been called together in Extraordinary Session at the earliest practicable moment after your election under the New Constitution, in order that you may revise and amend certain Acts which have been found to be inoperative, unconstitutional or conflicting in their terms. Amongst these are the Opium Bill and the Act to organize the Military Forces of the Kingdom; also the law relating to Notaries Public and that relating to Corporations.."
The King also announces the 7-year extension of the Treaty of Reciprocity with the U.S., which allowed them to use Pearl Harbor. Forbes 3921 (referencing a 4 pp circular; this appears to be an unrecorded broadside of the English-only edition).
