Recorded entirely in Berlin in July/August 1977 this, Bowie's twelfth studio album, was released a few months later in October. The cover photograph was taken by Japanese photographer Masayoshi Sukita, who had first photographed Bowie in 1972, and referenced German artist Erich Heckel's 1917 painting, Roquairol. In an interview for New Musical Express, Bowie commented on the use of quotation marks in the title, indicating '...a dimension of irony about the word 'heroes' or about the whole concept of heroism.'
