Josef von Sternberg's Underworld is now considered a masterpiece and the first movie of the Gangster genre. The film was submitted to the British Censors three times before the title of Paying The Penalty was agreed upon, as it was believed to be more moralistic. George Bancroft played the lead character of "Bull" Weed, based upon Al Capone and "Terrible" Tommy O'Connor. 40 x 81 in.
