The arms are those of the Russell family as borne by the Dukes of Bedford. The AR monogram probably refers to Anne Carr, daughter of Robert Carr, Earl of Somerset, wife of William Russell, fifth Earl of Bedford, created first Duke in 1694 and who died in 1700.
Plain glasses of this type are usually said to be façon de Venise from the Low Countries or Liege. The type was also made probably in London where fragments with knops of this type have turned up in excavations. This glass made for a prominent English family may have been commissioned in Holland although an English origin for this glass and its engraving must also be considered
