From the shore beneath his North African studio Lavery could, on a clear day, observe the coast of Andalusia. The scene was constantly changing as P&O steamers, naval vessels, small Spanish packet boats and lateen-rigged dhow-like fishing craft passed through the narrow access to the Mediterranean. The painter could for instance, see the Cadiz steamer putting out to sea for its regular trip across the Straits to the new harbour at Tangier. When he had first gone there in 1891, ships moored offshore and it was necessary for travellers to disembark via rowing boats directly onto the beach. This had changed by the time of Kaiser Wilhelm II's visit in 1905 and now smaller vessels could tie up at the newly extended pier under the Medina.

Lavery painted the Cadiz boat on several occasions as it toiled across the notoriously difficult currents – with its plume of steam breaking the delicate horizontal bands of pale blue and green that compose land, sea and sky in the present work.
