W & M. Dodge are listed as working in Manchester c.1865 to the late 19th century.
For a comparable bridge and movement by Victor Kullberg, please see, 'Tourbillon watches' by Reinhard Meis, P.228-229. This type of bridge seems to be have reserved for Tourbillon or Karrusel movements, and this could be an unused frame supplied by Kullberg.
