For an identical brooch, see Christie's New York, 18 April 2008, lot 274.
Foros was the name of Tsar Nicholas II's private yacht which was docked at Sebastopol and used during holidays at Livadia Palace. Brooches of this type were presumably used as presentation souvenirs from the Tsar to important guests.
