Sir Edward Norman Baker KCSI (1857-1956), was Lieutenant-Governor of Bengal from 1st December 1908 to 14th July 1911, and was Honorary Colonel of the Bihar Light Horse, 1908. He was an ordinary member of the Council of India from 1905, of the Bengal Legislative Council 1900-1902, and was Financial Secretary to the Government of India 1902-1905.
The inscriptions read as follows: on the ivory box: Presented to his honour Sir Edward Norman Baker KCSI Lieutenant Governor of Bengal by Rajabahadur Ranjit Singh of Nashipur the 18th August 1909. Nashipur Rajbati; on the silver-gilt box: Presented to the Hon. Edward Norman Baker KCSI Lieut. Governor of Bengal by The Members of the District Board, Cuttack 22nd February 1909; and on the wallet: To the Honble Sir Edward Norman Baker KCSI Lieutenant Governor of Bengal.
The petitions offer greeting to Baker and express the hope that amongst other things self-government be granted to the region as well as assistance with the water supply and drainage (signed by the Municipal Commissioners of Cuttack).
