"The order of His Excellency, the one who is exalted in dignity and majesty, the most noble, the most glorious, Mir I'tizad al-Dawla, the Governor of Qom and Kashan, may his turn of good-fortune be everlasting. The year AH 1296/ AD 1878".

I’tizad al-Dawla is Muhammad Mehdi Khan, a son-in-law of Nasir al-Din Shah, who was appointed the Minister of War in AH 1275/ AD 1858, and was titled I’tizad al-Dawla in AH 1288/ AD 1871, and held the Governorship of Kashan, Saveh and Qom for a few times (with interruptions).
