American, late 19th century
with a brass base with ball feet, decorated with anchor chain, anchor, coils of line, life ring, sailor with a monkey fist lanyard, and a capstan with pawls, line around the drum, an eagle sitting on the hinged top, with a removeable glass insert as the ink well.
