PRESENTATION COPY, INSCRIBED AND SIGNED BY F.D.R. on a front flyleaf: "For Thomas M. Lynch / with the affectionate regards of Franklin D. Roosevelt." Thomas Lynch served as Tax Commissioner for New York State under F.D.R. while he was Governor. He was also an original member of the "Cuff Link Gang," a group of close Roosevelt associates who had worked on FDR's unsuccessful campaign as the Democratic Vice-Presidential candidate in 1920. This club convened annually throughout Roosevelt's life around the time of his birthday.
