  • The firman states that Muhammad Ibrahim Khan Mu'awin al-Dawlah is to be appointed Consul-General of Tbilisi, in recognition of its important situation as a centre for trade and travellers, and that he should safeguard their interests and protect Persian citizens living there according to the signed treaties.

    The practice sheet in shikasteh script mentions the name Mirza Muhammad, known as khosh-navis (calligrapher), who could be any one of a number of calligraphers with that name. It is incomplete and it is not clear who the addressee might be.
