The State of North Carolina Award for Public Service, awarded to James Webb. The obverse with the seal of North Carolina, the reverse with scroll inscribed "James E. Webb 1970" within a laurel, the motto "Achievement is Man's Mark of Greatness" around the edge. Eyelet attachment of non-precious metal. Struck in gold by the Medallic Art Company, marked 14 karat, 75 mm diameter, approximately 200 grams. With ribbon and case.
Working in Washington, James Webb served as secretary to Congressman Edward W. Pou, 4th North Carolina District, Chair of the House Rules Committee, from 1932 to 1934, then as assistant in the office of O. Max Gardner, attorney and former governor of North Carolina, until 1936.
