"Hap" Arnold, "Declassified" stamp dated in pen, "12-12-67," thanking General Arnold for his letter and apologizing for all of the efforts necessary on Belyaev's behalf, two horizontal folds, fine.
Major General A.I. Belyaev of the Soviet Air Force thanks Arnold for his efforts in modernizing the Soviet Air Force. In part: "(I) wish to express my most sincere gratitude for your efforts in our behalf, which, as usual, are directed towards strengthening the air force of the Soviet Union. / At the same time, I wish to apologize for all the trouble which I have been obliged to put you to so frequently."
