  • These forms represented a value added tax of 1% on certain goods in accordance with the Ordinance of 25 April, 1643, calling for Collections to be made for relief of captives in Algiers. Algerine pirates not only captured hundreds of crew and passengers at sea each year, but also made raids on the coastal towns of Great Britain and Ireland, carrying away the inhabitants.
