SOUTH AFRICA - RHODES AND HOFMEYR
Presentation address, in Afrikaans, signed by thirty-four members of the legislative council of the Parliament of South Africa, including the Cape Prime Minister C.J. Rhodes, expressing their appreciation of the services of the Hon J.H. Hofmeyr on his retirement from the House, especially during the unfortunate troubles of 1881 and again in 1890, when the terrible disaster which threatened the Transvaal was averted, and declaring that his great work for the state will live on in the hearts of the people ("...Het Clyft ons nog versch in het gehengen hoe door Uwe gereede tusschenkomst in de ongelukkige moeilykheden van 1881 en nogmaals in 1890 de verschrikkelijke onheilen die Zud Afrika toen dreigen met betrekking tot de Transvaal verhoed en afgewend werden.   • Rhodes had been appointed Prime Minister of the Cape in 1890, coming to power through the seemingly contradictory support of both Cape liberals and the Afrikander Bond, led by Hofmeyr; becoming so closely identified in some quarters with the colonists, rather than imperialists, that he became known as 'the young Burger'. In 1894 the liberals forced him from office, partly on the grounds that it was incompatible for him to hold the position of both premier of the Cape and head of the British South African Company. But that same year he easily won the general election, with increased support from Hofmeyr's Bond, which controlled just under half the seats in Parliament; although his position was to change dramatically with the Jameson Raid at the end of the year. Hofmeyr himself had always shunned overt political office, even after forcing out Scanlen's ministry in 1884 and installing his own agent in power. He took this policy one stage further in 1895 when he resigned his seat, but without relinquishing political control; this being the occasion of the present testimonial.
