  • The signing of this treaty at Passy on 9 July 1785 was Franklin's last official act before returning to America from France. The other three ministers signed at different places and different times: Thomas Jefferson in Paris on 28th July; John Adams in London on 5th August, and the Prussian representative Baron De Thulemeier in the Hague on 10th September.
    Based on the principles agreed in an earlier plan of 1776 (drafted by Franklin, Adams, John Dickinson and Robert Morris) the 1785 treaty with Prussia included additional material relating to the treatment of enemy aliens and their property in the event of war between the parties of the treaty. Franklin was instrumental in this principle.
    Although Evans assigned the publication of this first edition to New York it was probably printed in London. It is scarce, only one copy traced in ABPC (1992), and six copies recorded in NUC.
